Strategic Framework

The structure of the implementation system is based on the fundamental framework of Ready, Aim, Fire. Recommended actions place first things first in a format that first establishes teams, systems and resources, then initiates marketing-oriented programming. Toward this end, elements of the strategy are organized in three basic components: Organize (get Ready), Communicate, (Aim, connecting with partners and markets), and Build (Fire, or implement strategic downtown initiatives).

For each of the three strategy elements, there are a series of coordinated actions designed to successfully achieve eighteen program goals (below). Actions related to these goals are outlined in a tabular format under the Implementation Tab so as to clarify activity, timing, leadership, participants and potential resources to support it. This ensures that the issues of “who, what, when, where, and how” are all described for the implementation team. The steps have been organized into First Year Goals and Longer Term Goals. The strategy elements and goals, in brief, are:

First Year Goals:

2. Refine Regulatory Framework to Support the Vision
3. Establish a Design Guidelines System to Strengthen Sense of Place
4. Provide an Exceptional Business Retention Program

Longer Term Goals:
5. Target Business Recruitment Strategically
6. Become a Learning Center for Meridian
7. Become a Cultural Center for Meridian

Strategy Element 2: Communicate. Communicate to build understanding, support, teams, partnerships and excitement

First Year Goals:
1. Promote in Right Order: Ready, Aim, Fire
2. Emphasize & Support Teamwork for Success with Implementation
3. Celebrate Heritage & ‘Community'

Longer Term Goals:
4. Emphasize Central Position in Treasure Valley
